What actually causes this:
Small ice room fan motor seized or its connector disconnected.
First Thing to Check
Confirm that the ice room temperature is between -2.5°C and -14°C where the fan should be running.

Verify compressor is running and ice room temperature is in the operating range (above -14°C)

Measure voltage at Main PCB GND to CN76 pin 6 — should be DC 8–12V during operation

Check for feedback pulse at CN76 pin 7
