What actually causes this:
The water supply froze in winter or a sensor fault caused the heater to run dry
First Thing to Check
Check that the water supply is flowing — if it is winter, check if the supply hoses are frozen

1. Check the resistance between the heater terminals A and B — should be 25.19 to 27.84 Ohm

2. Check the temperature sensor at the bottom for proper operation

3. Check for frozen water supply lines

4. If resistance is normal, change the wash-thermistor at the back of the tub
