What actually causes this:

The compressor is jammed or something is restricting its ability to spin.

First Thing to Check

Try to manually turn the compressor shaft with a wrench to check for mechanical resistance.

    Check input voltage under AC 53V (for 110-127V input) or AC 106V (for 220-240V input)

    Check R312 (DC link resistor) for shorts
