What actually causes this:
Fan motor failure or wire harness damaged during a prior evaporator cover removal.
First Thing to Check
Access the REF evaporator cover and listen for fan operation in Forced Run mode.

Check feedback signal between Main PCB CN20 pins 13 and 17; fan running produces a specific frequency pulse

Check drive voltage between CN20 #15 and #17 (should be DC 7–12V)

Check pulse signal at CN20 #13 (R-FAN feedback)

Verify fridge door switch is closed (CN20 #1-#3, closed = 0V)
