What actually causes this:
The heating element that warms the damper actuator has failed or the connection is severed, preventing proper damper operation
First Thing to Check
Check the damper heater connector at MAIN PCB CN76 for loose or disconnected terminals

Disconnect MAIN PCB CN76 from PCB

Read resistance between Black and Brown wire terminals
- 3
If 0 Ohm, heater is short circuited
- 4
If infinite, wire or thermal fuse is open
